The short answer is very simple: probably yes.
The slightly longer is that, as you said, it has nothing at all to do with blindness. If a black person can be a dominatrix, or a tall person, or a person with blonde hair, or a person with a lisp, or a person with a bad leg...then certainly a blind person could theoretically also be a dominatrix. And odds are that of all the blind/visually impaired people in the world, at least one of them fits this particular description.
